sure we as a board just want to recognize that today is indigenous people indigenous people's day around the world it's a day to celebrate and honor indigenous cultures history struggles and their continued resistance we want to acknowledge that the land we reside on here in columbia was once inhabited by the kickapoo osage in peoria tribe before their fourth removal. who are cps annual report about 1% of our student population is indigenous to those students and families do we say we see you we support you and we are committed to creating at school just before you can drive happy indigenous people. following that let's turn our attention please to the consideration of our agenda is there a motion. hi. the agenda has been adopted i do want to pause for a moment misteris present he's attending virtually he's at you'll see his face when he's when he speaks.. okay so this will take us to the consideration of our consent agenda for administration i am pulling two items from the consent agenda item three e2 which is policy gti regarding professional staff reassignments and transfers for additional review and items item three f three suspects in k rock bridge high school prom facilities used agreement and contract because of a request from the school to its due to a change in the location for the school prom so in light of that is there a motion to approve the consent agenda less items 3 ep 2 and 3 f 3 subsection k. i move to approve the consent agenda after then it left item 3 to call cindy cai professional staff reassignment the transfers and left item three f3k rockford high prom facilities use agreement. all right any discussion by the board with prospective aitkin. hey i just wanted to give a thanks to our chief equity officer car london for the work that you did when looking at item three f9b and. don't know what happened 3 of 93 of 9 beers with burrell behavioral health around the job services and then three f9c is with. murray state university school for their psychology field experiences are bringing even more mental health professionals within our school until our school so i really do appreciate all that work when you trying to address the issues that were staying with her kids and especially nationally as were talking about how covid is impacted mental health across the nation so thank you very much. thank you. and i just wanted to briefly comment on three f12e which is. people transportation services agreement i just want to say thank you to mr. carter and mr.for all the work that you've been doing and how much you've been going to bat for a community with the issues that we are seeing in presenting at least in this meeting a potential solution that might be helping us addressing this issue that we are occurring i do want to at least stay to our families as well and i think this board can agree and feel that we are very sorry that this is at having a disproportionate negative impact on many families within our community this admin is going i promise you was going to bat for you multiple multiple times and trying to find a solution to the issue that is s t a problem but we are trying to find it's the solution so please know that. i want to add a comment as well. and that is i want to thank the community for their patients under the bus thing i understand how important it is to get you and your children to school on time and i just want to echo what many have already said at a steady in the media that we care about you we we know that it is hard we had been on the virtual last year we are in see it this year i know there's a little bit of anger there if you would just help us we going to resolve the problem but it's going to take help from all of us and we are going to continue to communicate with you on how things are going and the bus thing and how you can help us and we help you will again thank you so very very much for your patient we are in.. in this together. session with respect. time for public comment on the items that do exist on the consent agenda if you'd like to make a public comment i related to those items please sign in at the back of the room or at the podium right here prior to speaking evil have three minutes per person which will countdown on the timer on the wall, that are related to disciplinary actions or other matters that could be the subject of a grievance process or comments that are derogatory of any personal business or organization will be ruled out of order public comment forms are available at the back table by the blue box and they can be filled out and placed inside the blue box if anyone would like to share a comment with the board but would prefer to not come forward to speak if you would like to make public comment on any item that is on the consent agenda at this time please come forward and state your name. iran myself here real quick i'm speaking on being in terms of the bus transportation in general now but before i even start i'm seeing if it would be better for you to for me to do it at the general public, at the end because it's not just on your vote on consent agenda or if i should just do it now. why don't we just go ahead and do it well hello my name is scott mcfarland i live at 5502 volunteer drive i have an 11 year old and oakland middle school and two five-year-olds at shepherd elementary i'm here to employ you to continue to work on the transportation problem that we're running into my family moved to earlier this year and prior that i actually served as the board president for springfield illinois school district so i've been in your shoes i understand what you're going through and i respect everything you guys are doing here that being said we have a massive equity and education i guess you on our hands over the past month the lack of reliable busing has become worse and worse not better. my oldest bus is more often than not canceled either in the morning or the afternoon or both. or is it to really what did ran 15 minutes late today so she would have got to school late anyway even if she did take the bus and i did receive a text notify me that tomorrow or bus is cancelled once again. i commute to jefferson city for work so it's extremely hard for me to drop off my pickup her and my other children it's become even harder when my tunes bus is cancelled which has happened more than i like. i'm a privilege parent. i so far have been able to make my work work for this and so i haven't lost my job. books other parents are not as lucky i have a parent in my neighborhood who had to quit her job because they would not allow her to take any more time off and she need to get her kid to school we also have one student in my neighborhood i know who's getting the school about 2 hours late that's when their parents to get them in and so she is failing science her first. because she's just never there. fortunately impacting underserved students which is causing the equity issue i mentioned earlier when are doing for still recovering from covid and back in school thankfully but i understand we still have a lot of room to dig out of here we're going to digging out for years so them not being in their seats makes it even worse. you have a contract with student transportation of america and they are not fulfilling a contract. they should be held accountable and i hope you consider these issues when the next bid process happened my district utilize first student and i would have never allowed them to active sta have i appreciate increased wages you're speaking about today i think it will help but i will not fix the issue right away more must be done if it means running passenger vans and paying staff over time to pick kids up that's what you need to do cuz these kids need to be in school on time everyday. it's all responsibility to educate our kids and we parents are doing everything we can and again some parents have given some sacrifices to make this work to do the same thing thank you. i'm deciding. if there's anybody else that would like to make public comment at this time please feel free to come forward with the perspective the consent agenda. good evening. you don't need to stop. okay. i live on 4400 shoreham court i am one of those. principles one at school smith i take more 3 minutes i hope you can adult videos and i'm not going to be able to say it all but he's here who knows what kind of driver i am we start off if i could start at the beginning of the year we picked browz. we give them to the bus company they agree for us to do those routes we agree to do it going to like us. contract agreement going to do it. had the shortage third day of school. i'm asked to abort part of my route the confusion that causes as i'm given a ledger with everybody's name on helpful. talk to each person's name out of respect i got 22 minority kids on the bus i treat him with respect to treat me with respect. i treat him like my own kids i don't want to hear on their head hurt and they love me they hug me everything but we have a lot of drivers. the issue on this. and at first i thought i'll be honest i thought about coming in here and telling you. vote it down don't give him the money. that was my first response i thought about it and i didn't want people. showing up at my house with pitchforks and eyes particularly. so i think it will help but it's not really an issue i will talk to people that drive from. first student sta apple school. individual school districts waynesville warrenton. channel 12 news kansas city area. jeff city what did the first do whatever they are and the thing it is it's driving drivers away is. and this is the society problem it's just not a micro problem it's kind of a macro problem to you guys are limited on your budget of course but what it is on the whole situation is. going back to the beginning. can i yield my 3 minutes for the stoneman. dr. lara wakefield wakefield consultation services at gmail.com i want to talk about three items on the consent agenda the first one of course is what you've heard about the bus contract. although i agree that there should be some type of compensation for drivers that have been working and trying very hard so that they can be appreciated i think this is a much larger problem and that isn't going to solve it as you know and just constantly reaching out to the community saying we need more drivers we may need more drivers is not going to help you need to have a transportation worker if you need to bring in people from the community we had a very beneficent wonderful community with did problem-solvers and they can come in and work together have businesses that could help we have very creative ideas such as if you could reimburse some parents may be that you could actually free up some drivers on certain routes there was even some special education families they're willing to if you can reimburse them they can rearrange their work schedule to transport their child and then that would free up maybe a special ed driver to take over a regular ed bus route. lots of ideas that need to be considered that needs to be done this is been going on long enough the second comment i have is related to the summer school business transaction. i was. so disheartened when i saw that catapult learning was one of the people that made a bid i realize you can't necessarily control who bids but i hope that in future rfps you put some restrictions in there we need to work towards not creating any opportunity that allows us to do business with that company ever again we need to work for getting rid of our contract with them not creating new ones and finally the gold kit services agreement under special services i fully support that i know that is probably a very expensive item but our special ed teams need desperate help they do not know how to write goal and that is the heart of the iep and if you don't know how to write a girl you can't show the progress that if the unit is making and they have abysmal outcomes because of it so i really think this will be one of the big infrastructure supports that we need for students with ieps thank you. is there anyone else who would like to make some pitamakan items on the consent agenda. john potter i live at 950 west miller road i wanted to address the bus situation as a an admin to the to the facebook group. como citizens for cps accountability and transparency i've heard a lot of stories about the bus situation and a lot of unfortunate things that parents have to go through to make up the difference to get their children to school i did want to talk about other options other than just the money i think the money is good but like others have said it's not the end-all it won't fix the problem immediately one of the things is getting a cdl license it's hard getting a chauffeur's license is easier. smaller vehicles but i think it might open other opportunities for other drivers that necessarily don't want to get into the air brakes and other systems on bigger vehicles another thing is maybe provider. message board for parents to you know if if there's a route that doubt there's multiple parents going to the same school in the same neighborhoods and if they know that they're in the same boat maybe they can carpool or help so maybe i devised a form for that but i think shortages in the future are going to become more and more prevalent i've heard about shortages as well when it comes to food and other school districts has others school district i know that it was mentioned here and we haven't had that issue here yet but we need to kind of get it ahead of the game because shortages were or are here and they're probably here to stay for a while so i'll let the thing on top of it thank you. is there anyone else here that would like to make a comment on the consent agenda. all right thing nobody rising we do have a motion and a second to approve the consent agenda less items 3 2 and 3 x 3 7 k is there any other discussion by the board. because if i say anything in presley. i better i just want to reiterate with some of the other board members have said and what the administration has said that a lot of us share these concerns around. i know that both myself and i think other board members have been in contact with administration over the past week in particular about what different options there are and and that there are other things that are being looked at ways that routes are being combined new drivers that are in the process additional communications with pa and so again to reiterate what other board members have said your patience is really appreciated we do know that it's important and that it's potentially a problem and i want to come into the administration because i think they've been working really hard behind the scenes and their hearing. from everyone including myself sometime you know just why is it happening this way why is it happening that way and so i hope phil cher i believe doctor with a little later maybe it's going to share a little more as part of some of his updates but to just again thank you and just to acknowledge that they are working on things beyond the $2 raised which i think will also be important to show our current bus drivers and new bus drivers that we value the work that they're doing. any further discussion by the board thank you jean. all right thing then all those in favor please indicate by saying i. that'll bring us to our section of the agenda on special recognition. would like to invite hanon endor and adam taylor ford. you can bring the babies really okay. they want to see you in an indoor is a mcarthur and her team has won an award of excellence for the financial reporting that is done by her and her department report that we approve is extremely comprehensive it is accurate and and it has financial integrity doctor your would if you would like to association so actually both awards are on here tonight usually we get them separately for that the association of school business office officials international which has asthma and the government finance officers association have both announced that they have warded cps with the district certificate. achievement for excellence in financial reporting respectively for its comprehensive annual financial report and this is our financial statements that are out of this they're prepared by our internal accountants and our business office and then i'm putting the comprehensive annual report with the audit report and other historical data and statistical information until the rewards are the highest forms of recognition in the area of governmental accounting and financial reporting and some things to jim sherrington who is our director of business services as well as our accounting department that works diligently each year to make sure we meet all the requirements to receive the award i appreciate it and noticed that all the financial department has received multiple awards this is one of the last three or four and it's because of the level of excellence that in the financial department the level of accounting the level of accuracy and again we are we are so happy to see that. that's one area of a school district that again continues to rise above others because the other districts have their who do not receive but receive zero awards you're receiving multiple because of the integrity because of the attention to detail attention to the rule of law when it comes to financial accounting so let's put our heads together and congratulate this is macarthur who department for doing a magnificent job with these awards thank you very much. you got out of standing up. the road is the earth like 25 or 30. continuing the tradition of excellence. that will close our section on special recognition and bring us to the report of the board president as we have every board meeting we will have reports from the nfpa and see mnea and today will hear first fromsta. good evening we want to start biking graduating hannah a c m s t a member on her chemical education 2021 award of excellence in high school teaching and has a terrific example of what makes our teachers cps test and it goes above and beyond for students and it stalls the love of learning and her students thank you hannah for your exceptional merit congratulations for your diligent work and devotion you've retrieved a great deal we anticipating seeing your success continue for all of their hard work the certificate of excellence in financial reporting as well deserved you and your team spend much time being financially responsible the offering a state of general obligation bonds is just one example of ways that you're working to save money for a district your knowledge and ability to explain financial matters is much appreciated. last week members of cms ta travel to our northeast regional open hearing meeting two of our members were elected by teachers from across the region for positions to serve all of the northeast region is a great honor to share that carry schuster will serve as the second vice president for the mspca northeast region and jessica is here and he was elected to serve on the msp executive committee as well as the mst a educational policy committee sees cps teachers will be leaving teachers from all over our northeast region cms pa wants to take all the teachers who presented our last it is greatly appreciated to see teachers with in cps share their knowledge and expertise with teachers across the district. miss smith will be presenting a mess update with many of these teachers being featured we hope to see these teachers and others continue to share their knowledge this year cvs is. standing teachers and knowledgeable and have knowledge to share with others that make us better everyday. some shortages and bus driver shortages are of course the top concern for teachers daily changes of buses affect us daily principles we need to give a shout out to principles homeschool communicators and all staff are working very hard to ensure that as many students as they can have a way to and from school parents are trying to stay are trying hard to stay positive about a tough situation all of these things add to the stress of a teacher's day teachers are stepping up across the district to help in any way possible we also want to express our thanks to district coordinator and people in central office who are stepping up to sub not only in open position but also to help out in positions they haven't filled such as classroom aides and para positions across the district daily. the sub shortage is leading to teachers feeling stressed teachers are not being able to take time for family and personal obligations. but teachers are striving to do their best and teachers are working for their students teachers are learning and implementing new programs with success they are assessing students and using these assessments for best instructional practices they are learning how to collect bodies of evidence give feedback to students and parents they're also teaching a social emotional perkiomen helping students deal with the stress of the last several years parents teachers are amazing but teacher burnout is real we need to keep that in mind as we move forward with the school year giving teachers time to take care of themselves is an important part of being an effective teacher i will also wanted to end with you as a board have always expressed her appreciation and respect for teachers. and we are so thankful for you we also want to thank you for always putting our students first thank you for always reaching out with questions and with your words of encouragement for our teachers thank you. thank you. now we will hear from the mnea. hi good evening i'm noelle gildo with team nea and i come to you today saying everything she just said she's all done. she said everything i wanted to say i wanted to congratulate our financial department for their many awards i want to claim hannah as a fellow science teacher and recognized and congratulate her for her award as well and i would like to also honor claire madras who just today received the california casualty and mnea music and arts grant only one there were only four awarded across the state of missouri and she won one and the music and arts brandt itself is a grant for teachers that would like to integrate music or arts into their curriculum in the classroom. california casualty awarded 142 such brands across the country in 29 states and again only for in missouri so it's really quite significant that she received this honor and was honored today at locust street expressive arts elementary which makes perfect sense that she would get to the ward. i also wanted to come to you as a teacher. a tired teacher i mean i love october i love sweater and jeans weather i love the fall colors i love football on saturdays and sundays all of that but there is something about october tired asking me to educator some of you have been in the classroom you know there's a special kind of tired that comes in october and now it's worse and it's worse because of so many things that are out of our control so i know that you guys are working fervently to try to help us out and we are trying to step up and we're tired so i hope that will continue to find solutions to the situations where teachers are covering and watching children who are still waiting for buses i am so happy that they came up or you all came up with a plan to compensate teachers to do that i think that. was well done and well deserved but so many of us are behind the scenes holding each other up and subbing for each other when somebody has to be out and because there aren't subs that's happening all the time like there's some of us in my building who've been going weeks on not having conference. then whatever because we're covering for other people so it's just. i just hope you consider or keep working at it keep working at it and i realized who that is all hands on deck and we're all doing everything we can and let's just keep at it november will be here and things will be better i just know it will i do want to just do one little nudge in reminding us to be really careful and aware about the equitable nature of our sub selling rates and are perez and classroom aides getting hired i'm seeing that title 1 schools are especially hit hard and not getting those things and those are our scholars who struggled the most so i don't know what kind of magic we can do but if we can support getting more help into those buildings that would be greatly appreciated and just like my colleague said i appreciate all of you for what you do for our district thank you so much. thank you very much that will conclude section 5 which is the report of the four presidents and bring us the section number six which is the report of the superintendent of school and we will begin with some introductions of our new leaders we are very proud to have several of our leaders new leaders recognize today of the guys and again. leadership in a school district during this time it's heavy. it's very heavy this is a post people post is actually at you still in some other time demick and we having to figure out ways better ways to keep scholar than seton you know what do a variety of things but we are very proud that you do have leaders that have stepped up and they're doing a magnificent job so let's hear from the doctor rock said last month we heard from mr more and mra new leaders in the area of elementary education and operations this evening i'd get to be the substitute for dr. porter as we meet three more new leaders in secondary education. jeff milky is originally new leaders. okay this will change our topic now to our elementary math update unfortunately he couldn't join us today but we are very fortunate to hear about our elementary math and what's going on. good evening. president wade and board this is my second year in the position but it's a year of firsts for me it was the first time i'm presenting an award meeting the first time i got to meet teachers in person and present with them it's the first time. that we have math instructional mentors in our district i'm really excited to be here tonight at the beginning of our meeting with teachers i shared with him that i was a little bit nervous and one of the teachers after you nervous we're all friends here and i have to tell you i held on to that and that has really taken me into my meetings with teachers and here is we're all friends here and we're all working for the same goals and that is success for our scholars. i borrowed this quote from nctm play explore and experience the joy wonder and beauty of that fedex in ctm is the national council of teachers of mathematics and i highlight of joy because joy is what we want happening in our math classrooms and i don't know what your math class rooms look like when you were in elementary school or middle school or high school but we want joy we want our students to feel joy in math and we want our teachers to feel joy when they teach them. when we began looking at our data last spring we noticed that math had declined and our maths data decrease a larger rate than our language arts state at and so we are working to put some structures in place but i want you to see the national data as well so what's happening in columbia public schools isn't weird across our nation we're seeing a decrease in our mouths course i would be remiss as a math educator if i didn't point out that the bar graph doesn't start at 0 so when you look at like eight grade that 5% decrease looks like 50% but carefully get your data. the research speaks to acceleration versus remediation and the importance of having high expectations and that includes giving our scholars access to grade-level material the same time we're filling gas we need to work to identify where the needs are and meet them. acceleration emphasizes active vs passive learning it's a forward movement instead of backwards and it helps students have self-confidence and engagement increases whereas with remediation engagement decrease it. i mentioned before that we have five new instructional math mentors to support teachers and students so it used to be just me and our math with her terry paula but now we have lori stop max abby upton jordan bryant and mary catherine bell on our team and they are doing amazing things in classrooms but they're all assigned to four or five buildings eat so you can imagine that they're pretty thin trying to support teachers in math instruction. are golden elementary math are to build leadership capacity across the district to provide meaningful professional development and to continue to develop future plans with needs of students and teachers in mind. so let me share some of the things we've done or are doing to build leadership capacity in the district. we are working to develop teacher leaders and the staff mentioned that they were teachers that participated and helped lead a professional development in september do and help each other with we also had a pretty one team last year of math teacher is not matthew or they are math teachers are elementary teachers write for our district they developed hundreds of digital lessons that teachers still use especially now as soon as our home quarantine we also took some teachers leaders from the district and we hired them as math instructional mentor is to continue to support teachers in july we had teacher leaders come in and help, formative assessments for teachers to use in their classrooms to monitor student growth we also had seizures like i mentioned model updated team discussions in our september 22nd meeting and then we continue to ask teachers for revisions and suggestions to a common formative assessments as we've. put them in their meetings. we also are very fortunate to have the teachers that participated in the missouri elementary math leaders initiative we call it mainly these teachers started in 2019 is it funded by the national science foundation grant with the university of missouri and there are 12 elementary school teachers from various buildings and grade levels in our district food service leaders they completed their math they're elementary math specialist certification and they serve as leaders throughout our district part of their coursework was math such as numbers and operations and algebraic reasoning on map leadership classroom research and equity in mathematics. here are some images from their classroom. they open their classrooms to others for visit they offer professional development sessions within their building and they also share their learning with teammates buildings and instructional mentor we're really lucky to have that team approach happening in the world. we're also building capacity for leadership in our instructional meant or not we have monthly meetings that include our columbia college mentor for english learners mentor our special education mentor and our english language arts mentors and these meetings help them learn about best practices around teaching and mathematics such as cognitive demand numeracy progressions math talk and student center coaching they're also learning more about the resources that we have in our district such as st math everyday math i work with the others reference reading and possible math interventions to implement. we're also working to provide meaningful professional development for teachers when you think of professional development most people think of formal things like a conference or workshop or a class at a college or university and we have teachers doing those but it's difficult to get those kind of things accomplished when we don't have time we can't pull two teachers out of the classroom for subs because we don't have a subject we have a son and it's difficult teachers have are already overextended and for them to take time in the evening to attend profession development is is. but there are other types of professional development that are more informal discussions independent readings and researching classroom observations of a colleague or their work and learning from appear so it's effective in the context of daily work when learning is a part of the school day all educators. benefit rather than just those that volunteer their time outside with the school thing. effective professional development is embedded we're working alongside teachers and their classrooms and meetings and with our new math instructional mentors were able to do that it's also need based instructional mentors are able to personalize learning for teachers based on their needs its collaborative because the instructional mentors are partnering with partnering with teachers looking at data co-teaching and planning it's not a listen while i tell you what to do. it can also be sustained over time and special mentors are able to get into classroom but it's still not enough because. they have so many teachers that they are working with. stretched a little thin to get into the same classroom everyday. it's also supported by leadership and that's you are the administration principal you partner and support the work of our instructional mentors and avoid putting them in evaluative role that would cause an erosion of trust with teachers. another key component of professional development is feedback and reflection and this happens within the coaching cycle and also in our larger professional development meetings we are sure to include a moment for reflection and planning. and i forgot to switch sides and that has all those things i just said that.. another large focus of our oppression of our professional development this year is common formative assessments. they're working we are working to maintain an app that focus what is it that a child can do we are creating assessments that are guiding instruction and we are creating assessments that meet the standards of what's expected of students at the end of the year and category guys were written with a team of teachers mainly members and special mentors myself and also an associate professor of mathematics education at the university dr. corey webel we have the support of doctor level this year due to a missouri partnership for educational renewal study group application that was written last spring. are common formative assessments or strategy focused. collaborative and embedded through this work teachers are learning about this strategy progression that students go through naturally as they learn mathematics it's also align with our srg work as each item is learned aligned to standards and strategies are paired with a score the strategy guide gives even more information about student performance than a simple score would. these are some of the strategy professions that we are helping teachers understand in the children's mathematical development. i have some videos and notes from teachers about the work that we're doing so i'm going to be doing this with you. molly waldock i teach fourth grade in columbia public schools this is my first year back in columbia after having taken a 10-year break and moving away and coming back i have not been familiar with everyday math and i love what it has to offer i just could not figure out how to keep it effectively in the amount of time that i send. public school so i called on jessica back with my personal instructor or masks are sold and i opted to have her come here and i observed it i watch everything i watched her get those they work in a whole group in partners as well as independently and she was able to collect data on the children hold them accountable for their learning. since i had her in here i've been doing all of that with my kids now i'm excited to plan the lesson to teach the lessons the kids are excited and am able to use my flex days to help get those kids when they have trouble figuring out a time. another teacher or had it fixed but we could learn how to teach them better. i was trying to figure out a time to go do that or have peppers for my class i just couldn't do it and thank goodness that the particular here because jessica was able to come in and do this for me and then at the end of watch me. thanks for listening. hi my name is molly waldock accounting. i also have some notes and quotes that teachers have sent these quotes speak to the support we're providing teachers and math instruction standard reference grading and also just implementing successful routines and setting expectations the first one is we had our first full day of west boulevard back focus data teams today and guess what three different people left the meeting saying things like wow that was a really great meeting or for once a day to team meeting where i left with resources and feeling good then after school even more people came up to me and thanks me for a great meeting wow the process you have put into place is already working beautifully i'm so appreciative of your leadership people liked data meeting. i've had my emails and texts blow up with great teaching thoughts also for data discussions just for their team looking for their strategy progressing as a class and creating groups in a plan for moving along those strategy for so much good hay today what really well the whole class bathroom break was wonderful the teacher vs. class game worked amazing i love that i don't have to say anything i just put a tally and then get it together i even remembered to have them get their math journals on their spots open to the right page before we went to special so it was all ready to go when we came back in i also really focus on referring back to her expectations specifically and that seemed to help a lot. i watch the video you shared with us on the progression of early numeracy skills i took notes on it so i have those his teaching in this video helped me a lot in summer school my nose from this video helped me better know what i was seeing when i worked with the children it felt like a lab for me everyday. i just wanted to thank you for stopping by my room today also thank you so much for the encouraging note you left my morning has been a bit rough your positive words helps power me through the rest of the day have a great week. i would really like to meet with you to talk about the body of evidence and wrap my mind around it and no we do not have to do it this year but i'm trying to use this year at the tester so next year may not feel is overwhelming and willing to relay the information to my team as well thank you for helping i'm open to plan time next friday if that works for you. so as we think about future plans for elementary math. you need to work on continuing to improve tier 1 instruction we need to look into improve diagnostics to help us know better where our students are and how to help them move forward we need to identify possible interventions and how to best implement those math interventions and we've been using everyday math for 5 years now and it's time to review that and look into the possibility of new materials and resources. what questions do you have. i just want to say thank you for centering teacher voice and story and that presentation and our teachers are doing amazing work in the fact that you took space to hold that for teachers at i really appreciate them out though just want to say how amazing it is that you are leveraging community partnerships like with dr level and that's that's really good work that your building leadership capacity with educators i think even in the mentorship but also with the teachers that are taking on that math tutor initiative giving teachers opportunities to lead is still critical and also you're utilizing best practices around adult learning embedded collaborative coaching and modeling i'm just glad to hear that you're doing thank you. thank you so much i got one question two questions for you so this is this all sounds really good and i know this is in response to some of the stuff we learned last year so that data so usually particular in today's world we see these changes we want to know how quick we're going to spec season results and so i was hoping that you can give it to the reasonable expectation by us for the community reason expectations do you know when we might be able to see some improvement center mass outcomes from your from your old work if if i may help help with that typically when you change initiatives in place it normally takes three to five years before it has a deep impact but it doesn't mean that you don't expect some level of change you know you're wanting you to but ready to have sustained impact you look at is 325. big question i don't know if you can share it or not you mentioned looking into the materials and resources and is that for is that strictly for any of it interventions are you talking about the ones i don't think it's hoping that you helped me clarify that we are looking into intervention materials i'm doing that now i ordered them we've got them and teachers hands to try and give feedback on. every about every five years we look into a program evaluation review and so we're on our 5th year with everyday math so it's time to evaluate that and think about how it's going and if it is time to look into new materials or maintain what we have. i have one quick question when it comes to the missouri elementary math leaders initiative in the program that we have about 12 elementary teachers taking part in have they completed that certificate when will they complete that certificate in july and then so they have their masters and ltc learning teaching and curriculum in elementary and then the specialist portion of that is contingent on them completing the master then also completing an assessment for jesse and i think most of them have already done that as well thank you i appreciate that and i actually was one of them through the math leaders initiative is there like potential for another set of teacher to go through what was funded by the national science foundation grant and it's a five-year grant so they're still serving. i'm not sure i mean that the coursework is there they can always anyone can always take that but as far as another grant-funded when i'm not sure. but you don't need you raise a valid point in that we all we want to raise the bar right if you wanted me to buy in math instruction so if there's opportunities for us to spend more we will definitely be looking at that because we want to improve that's the bottom line you want to get stronger and better and you don't know if you think that the great book that's coming out already from from what we've done this year so i think you make me make a very valid point. thank you so much for the presentation for what you're doing nothing, i missed the one who can make it different superintendent i'd like to thank christy shin that sitting over here and pleading or professional development with us and you must maintain your team for working hard and you know this this spending the time the energy and on what you are doing to improve math instruction and in what district just want to say thank you for that producer instructional mentors who are here tonight. done. do we have jordan bryant. jessica back and mary catherine bell. thank you so much thank you for us. all right that'll bring us to our summer school report miss macarthur you are doing that with. so yes thank you i do not have graciously offered to be here tonight and she is our summer school coordinator and she's going to stand up at the podium here in the help me with i'll do some number stuff for she'll help me with the curricular stuff so we'll tag team here for this report tonight and we usually do our summer school report after the end of the summer school each year and so we didn't make it last month so we have accumulated all of the data and we are presenting than on this is a summer school date of from last summer the summer of 2021. what's on my phone. okay.. so the first thing i just wanted to walk through and this is our revenue and expense summary for amar his love last five years again summer school i just want to remind everybody that we still receive revenue for what color average daily attendance or ada for summer school we receive it through our foundation formula revenue and we also receive a ti-84 summer school through proposition c calculation which is the weighted average daily attendance times the amount that desi desi gives us / 80 a there and so historically it is a moneymaker for us so the total revenue that we bring in is actually more than the expenses that we pay out for summer school and so if you could look up here on the slides for 2021 again just a reminder that was an extended summer school we had a 6-week summer school so you can see that the amounts are more for that but they're also our expenditures are more as well so our net at if you compare. 2019 or 2021 you can see that our net revenue over expenditures is right at one point one point four five million and almost $3,000 difference so the net revenue that we had from our previous summer schools traditional summer school for the 4 weeks to the six-week summer school that we had for 2021 was almost exactly equal a reminder to flashed your for the summer of 2020 we did not have a traditional summer school but we still did get some revenue from our ata because we had we offered the virtual online courses for our secondary students and we received about r88 with about a hundred and thirteen and so and we did still have some expenses as well because we were still paying our service fee for summer school management as well since we did not know summer school is going to be canceled up until you know april when of 2020 when we had the onset of covid-19 that you can see. are we did take a small loss in the summer of 2020 about a hundred eighty thousand but we did were able then to move it like some of the supplies and stuff that was already purchased in the summer of 2020 we were able to save some of that i am move it toward him sit for the summer of 2021 that we just got done with as well. the next slide on then shows you know that the our enrollment or our attendance for the summer school and this is for that the data for this past summer time the summer of 2021 and you can see their original amount is 9092 i know this about we like to say we have our enrollment in summer school is about 50% of our total overall enrollment and so that's what we like to see that you can see there are attendance percentage does drop off their this was for last year for the six-week summer school you can see down after the july 4th and those last few weeks and july are attendance percentage was only in the low 70% and so we do like a like a see at least above 80% are 2019 attendance was averaged around 80%. would like to see up there is naught but never going to be up where it is during the regular school year are we like to see closer than 90% because people take vacations with summer school it's not mandatory but we do. i would like to see the little higher than that but we did some of the things that we're looking at we are moving it up as we saw the adopted calendar for the 2122 school year was adopted last month and so our summer school is going to be fully in june for the summer of 2022 starting on june 2nd and ending on june 29th so that for full full for weeks on her store which is going to help with attendance and with teacher recruitment as well. so this dance shows that the breakdown of the participation historically you can see there are ka obviously as are most of our scholars there are in kan you can see last year of his we did not have that summer school about 6524 students enrolled in our k-8 summer school and then our high school 9:12 and you get this amount is up higher than it had ever been before 2392 are extended school year which is our special services 176 for total program participation that was the 9092 number that we saw on the previous slide the number of session days in session of course was 29 days and session compared to the 19 days that we had for the previous years and then last year we saw it i was the high school only that we had the three different options that we three different terms kind of that we offered for summer school for secondary last year. and that our average daily attendance was 9 for this past summer was 947. and we still are we do offer on the summer school is open enrollment so we do have students from other school districts that participate in our summer school at columbia public schools as well. there anything that you wanted to add now i think you did a great job. one thing i will say when you see that 9000 number that drops to 800 love it drops about 50 students allowed at high school students that are trying to make up grades and if they make it then they don't have to come so that's where we see that flexible lumber there but again typically were close to half the district tomorrow is really pleased with that. i'll let this is a breakdown of her some of our special programs and i'll let bonnie explain her for third fourth and fifth grade their students nominated from each elementary school 3rd to 4th and 2/5 to their school is a candidate for this art explorer program when that happens in middle school so the kids get to actually experience being in the middle school and our lunches done that for many years and has a great program expedition summer expedition is usually hickman high school it's for sixth seventh and eighth-grade students and students would be first from the family to go to college they work with columbia college and if they attend all three years i believe it's $10,000 towards their tuition that first year so that's a real a real excited about that program the gifted education continues there's a elementary and middle school gifted program. max collars and i'll continue works with the mac program and get the last didn't signed up through maxscholar projects also we were not able to do this the past few years but it's a wonderful program it worse if that works with care and works with that's going to leave me right now after his son are for organizing thank you about business they make their own salsa they sell their sauce do they grow there are lots of great experiences for students and we do. just started into the college of engineering at mizzou and they're looking for girls in particular under-represented girls and science and they had a whole week last year or two years ago and then we had our covid year and this year they did more pushed in so we'll look be excited to see what that looks like next year in july so students can do all of summer school and then do summer music also it's got choir it's got instrument this year we've embedded it since we were six weeks i think it affected the attendance a little bit so i think we'll see those numbers go back up next year boysgirls club we had a program with them but they've been under a grant for quite a few years so eventually i don't know if that grant will be a partnership again that for now we leave it on with blind funcity we work with we do cps curriculum in the morning and then fun city does things in the afternoon and that pro. graham runs june through july so it keeps those students engaged for both the two months even outside are for next year will be june and july even though cps ends in june and columbia columbia and then driver's education has changed a little bit since its online we're not driving in the cars but we still have lots of that that fills up fact that's one of our to open in january february. and then just some of the partnerships have already mentioned. your slide changed mind in there we go so we work with some expedition partners with columbia college mascot is also its columbia college projects also we work with the university of missouri with that the mat and stem alliance where they really do a lot for a quick loan with fenton and jeff and particular and then this year we started 4-h the university missouri extension had a program that they put jen's we're going to read the results for the comments that we got from teachers on that to see if we want to continue that we work with local nonprofit partnership bobby's already. any town is part of the mack that i know it works with this year we work for the trips and with that music program we also offered a theater program in the afternoon i was very small this year cuz we have our first pilot year but we look forward to continuing that and again having it in july so students can do all of our summer school and then also be engaged in july and agriculture on the move with a new one this year they pushed in and brought them to our third grade and junior achievement we use their program a lot and get a lot of positive feedback we have a few grade levels but we pushed that in the program's i've already gone through all of those except the high school ecology that was added just a couple of years ago at a teacher that really want to take kids out bird banding and we're like i talked to mike sosnowski it's a very popular class and i think it will keep growing and if you ever wanted to see about bird banding let us know we'll hook you up. and then our additional programs i think i've mentioned all of those already to adventure club is offered also after summer school and then this year they also offered one summer school is finished to program it to school to give kids a place to be. next is just ozark a teacher's the average that we have a cheer and then the average class size the number of teachers in the average class size will clarify that and then the teachers are you putting all those special programs also so this year i told k-8 teachers were 280 it makes a difference when combined school sometimes those class sizes instead of a small class sizes here in a small class sizes in another building when i come by and we can have those two classes together so that might be the difference in numbers that you see there. high school update. we had credit advancement again this year was great to be back in the seat you can see some of the classes there that we offer we have a great variety i think kids really take advantage of summer to get some of those half credit we also offers some online courses and we're really excited because credit recovery usually it's the best 674 have credits recovered we went to really make a big offer this year cuz you know it's hard last year for kids to get those and we had 1600 have credits recovered so you can see it. so we offered those additional 3 weeks but a lot of kids just really pushed it went to more weeks they were the one to get it finished and then our class sizes are for credit advance mit credit recovery make a little smaller so i can get the help they need to recover those credits. are update for 20 + 20 + 21 one thing we did this summer we always work closely with the core curriculum coordinator to make sure what we're offering compliments with the students are doing during the school year helps get them ready for the fall this year we made an extra effort and they jumped right into find units that maybe we're getting hit this year that we can embed in those extra two weeks so kudos to the core curriculum coordinator is because they really put some extra effort in there we continue to update we try to get as much steam and stem opportunities as possible the mornings that reading writing math and afternoons in richmond. we partner with trips for terry mentioned about we try to keep the communication consistent how they're doing communication during the school year we would be consistent in the summer too so it's not new to parent. and schoology also for teachers were trying to stake her husband cuz this is possible for them to. next year we want to continue trip we already combined. those men are going to come by yeah i've got a different version of course we know that there's only a short. of time during the summer when we are in the schools and some of the schools are we already know is are going to have construction going on jefferson middle school is doing the large gym addition and renovation projects until that will be closed next summer and so we're going to combine that with west middle school and then also i'm laying is going to be having some security security upgrade and throw that one will be closed as well and so will be operating lines soon as will be operating out of oakland right down the road there i'm so you can see there the other schools will be closed for construction and for the summer of 2022 russell as we start the addition and renovation project at that school on we've tossed around some ideas about where we think we might help them but we don't know for sure yet so i'm park aid and then parkade. shepherd and derby are all having that that next round of those security secure vegetable festival update and so those ones will end then of course jefferson middle school and laing middle school that we mentioned above and then we continue to combine two mile prairie just because of the low enrollment i'm out there and it makes the class sizes as more efficient to have them at battle elementary and have both of those schools at one location. whether that's the last flight is there any questions you have for me or for bonnie. i do have a question i just had to take a breath line of bus drop me by the education how did they do that the the student driving like for sure but how did you do that or did they do the stimulation they have powers that they have to log so they have to bring driving at parents in the past are whoever can drive with them so that driving part is still very important for the other pieces of education parts to see what they're doing by now it's always being evaluated looked at with ann landis are high school connection for summer school. if the driving and you know what they're outside whether they like what parents or whoever so it's not the driving portion of it still stuff written. you're welcome and the question that i just want to make a quick comment that you know where the summer schools typically when you have summer school be here for remedial work being done and i had to go to all team because it's not just about remediation but upon richmond opportunities for opportunities for looking at a piano or something like that so hats off to you when i'm not as we continue to grow we be looking at other enrichment opportunities that we can have or bring to the table for summer programs so very much all right. all right that'll move us into section 7 of our agenda for this evening because our new business section of the first item on the agenda is consideration of extension of the resolution for approval and issuance of cps 2122 coronavirus plan it is an action item is there a motion. president wait to you for some information to a cps 2021-2022 coronavirus plane p p s safe return to the same person instruction and continue to be of service plan issue on september 23rd 2021 based on the report from the superintendent supporting the needs for the extension of mitigating measures including masking and doors. all right there is a motion and a second doctor you would if you would please request that the board extend the september 23rd resolution of the board of education for the columbus public school for provo and issuance of the cps 2021-2022 coronavirus plane instruction and continuity of service plan has issued on september 23rd 2021 my request for the need of the extension is based on the current guidance from desi from dhss from cdc and public health agencies and authorities including medical experts which has not changed since my last report to the board further the local covid numbers have not significantly improved accordingly i request the extension. all right thank you is there any discussion on this issue by any members of the board. i think one big thing that spins sir has been kind of like talked about within the community and certain ways and i know that this was commented when i helped community hour on saturday was just coming at some critical comments of our quarantine procedures i do think at this point right now we shouldn't kind of replicate what we did last year we made a change in october at your mitigation strategy of what are whether we were in school or not in school and then we did that change and then we saw that we had to switch back to what we were doing before i do think though that it might be warranted for administration to kind of look at what might be different ways of doing our quarantine procedures going into spring semester i think if we hold steady to what we're doing this the master is really smart in my in my opinion just for continuity sake but then going into spring seeing if there's a way for us to kind of. look at quarantining in a different way there might be some new information that comes from the cdc coming out of new studies that might give some credence to some changes to that factor but i do think that we're seeing a lot of students being pulled out of the classroom for good reason and making sure that overall we are still in the building and full but at the same time we're seeing the stiff is disconnect of educational progress for students in that way cuz they're not in the classroom and i do think that our goal at the board is to be in person as much as possible for a suit for soon-to-be in person as much as possible into this is a way of looking at that but i think that's really just the one thing i would appreciate if the ministration over the next couple months kind of look look that. thank you any other discussion from any members of the board of questions. a nun if anybody would like to make, public comment on this item and now is the time to do so as a reminder please sign-in with your name and email address either on the table near the door up here at the podium before speaking. okay good. so this is my name live at 2504 oakfield drive and i'm happy to be here thank you for the opportunity to live in columbia where there's freedom of choice. at the ark you can wear a mask not wear masks you can play basketball sweat in close contact no mask. my purpose for sharing this is. i would encourage you all to be courageous and not be leaders in double standards where you can go to restaurant you can go to the command center here. and you can choose where the weather to wear mask or not so i have a couple kids that are battle high school and i recommend leaving it is free option the reason for that is that the math cuz if not. further help covid-19 get the condition fear in fact that my kids have friends have committed suicide it's great and mental illness did the tinder social development because we're you're here to help the kids develop as well my kids play sports my kids russell my son even went to the state tournament hundreds of people at a state tournament you can't get closer to somebody then been wrestling but no outbreak at all as well. i think it's also unconstitutional i think i think you're overstepping and i think you should be leaders in the double standards the rest of columbia and surrounding area there is a choice so i just want to say let's leave it free choice and i think our kids are going to do okay with that and i think it would be great to make a step forward to see how the rest of the year would be and compare it with us next year and if there isn't no break okay let's come back to the drawing board let's see we can do last thing i think there isn't an education on what are the natural ways that we can help the immune system like we're coming to the flu season. in vitamin d exercised keep a healthy weight and i don't think enough education is on what are natural ways that you can strengthen your immune system anyways i just want to encourage you to let's be consistent with the rest of the city and that's not be afraid thank you very much. any questions. my name is marissa hagler 3610 barksdale drive to talk to you on what blake said about the quarantines the quarantines are there kind of a joke i mean my daughter was called twice already this year she's miss school the quarantine for the new school closures. they called me on a wednesday afternoon after she was home from school to tell me she hadn't been exposed last thursday and no she had to quarantine. monday tuesday wednesday what kind of rules are these this isn't science this is just let's do whatever we want to do i'm tired of having a board of seven people and one superintendent pretending that they know what is best for over 19,000 children. they aren't your kids you don't text them and every night you don't listen to their problems and fears you don't know what's best for them they are our children we know what is best for our children. you're choosing the master children last year you all voted to lock your children out of school while parents were screaming to you about how detrimental it was. you all seem not to care. when children spoke out in the meeting saying they wanted to go back helen blades called them expensive are on board president come up to this it was. i spoke out of order. papa, please come forward. good evening. to your word president wade and other school board members on valerie's so i live at 2101 hillsboro here in columbia. i was looking on this issue in the past and my opinion remains the same i am first one to take the opportunity to say thank you for letting me speak thank you in particular for being foryou are courageous and you are brave and you do care about the kids. here in our community and i know that you do. putting students first. certainly requires them to be safe. keeping them safe is a priority as well as educating now. in addition to the children the continuance of the mask mandate helps keep teachers and administrators bus drivers custodian. dietary helpers in our entire community is helps to keep us safe. there is no one hundred percent answer at this time unfortunately but everyone needs to do their part to stay safe. are covid numbers are going down but they are not eliminated and they're not down significantly enough to stop trying to be safe. please be strong and brave continue the mask mandate protect our community thank you. hello my name is tara barnett i am speaking about i want to speak publicly i sent you several emails about my daughter that struggles with masks and i think the conversation has not happened enough i have a child i have two children on ieps that both have language processing disorders one of them has a doctors that he shall have a mass no longer this year and that is helpful to him though he still has he has autism and visually processing language does he not as difficult for him as well as. however many other iep students like him that have processing disorders i also have a daughter with speech apraxia of language and she also has an attentive adhd last your virtual learning was terrible for her due to her learning disabilities we were told be patient wait for us we understand is hard and we understood it was hard last year and we waited and we were patient we went back to school we were so thankful to be in see she wore her bath dutifully everyday because she's rule follower and that's what she does she follows rules she's never any problem for any teacher. and so that's what she did and i thought things were going great for her and then we came home in the summer. and i realized. but in the spring i had lost her. she came out of her show. people can understand her. she's in fourth grade she should be able to be understood right now but her language disability makes it to where she's difficult to understand. so i saw her come out in the summer. this fall i see her recluse back in. it's difficult for her to be understood when her friends can understand her she quit talking to me. which word teachers can understand her she quits participating clap. if i don't think she's it's almost been two years right now we had the math discussion earlier and it was relative strength. her main source which i hope we have like a district collaboration or up data for what the ink bowling scores were her falling score was terrible under 10% i'll probably sleep was not that set. and. there are many students out there like her. but need to see faces they can't be understood. working on two years. when do students like her. i am fine and you can find in there or at the back. hi my name is christy richard thank you for volunteering your time and for listening to me i tend to try to be someone who doesn't want to just land here or just here but tries to see maybe where we can meet in the middle so i tend to think that if our district wants to continue to prioritize masks then maybe there's some things that we can do to get us from here to here so maybe we could address them quarantine protocols i agreed like i'm hearing it everywhere i go it's not being applied consistently people parents even teachers don't understand so it's the mask works then the quarantine policies need to reflect it it's a mixed message one positive case is taking out tons of healthy masks kids. i agree that that we're going to have to figure out ways to get from point a to b. can't leave the district needs to reward vaccinations if students teachers admin support staff exedra if they are willing to share their vaccinations status then maybe they should be able to remove their masks once they get to his feet again if mask works than these protocols or some sort of reasonable in between two theme to make sense we have students teachers support staff and admin who cannot do their job to the best of their ability because of their masks they're telling me this i'm in schools i have friends i have shoot students myself at cps i'm asking these questions we have teachers and speeds up pet speech pathologist who desperately needs basis to safely distance and teach sounds teach reading have people be able to read each other's lips and they need a safe space where they can take their mask off in their student can and they can actually get their job.. and and we i believe that we need outdoor spaces or outdoor walk for mass breaks within a day it would do a great deal of morale-boosting for everyone if they just got out and took a two or three minute walk and they can take their masks off this isn't happening for secondary because they don't have recess so they don't have that ability to have good amount of oxygen flow in a break and just a face-to-face you know what's in a safeway so i'm just saying maybe we can problem-solve some things that would get us from where we have been to where we're hopefully going and if we laugh we if we were able to do virtual learning last year for most of the year how are we not able to teach virtually for students who are now quarantining who are completely healthy and able to learn better sent home and they have no choice as to how they can learn. at least those students should have access to zooming in to get their education it just it kind of pads to a division and and i think maybe if we can find some ways to bring some of those gaps that would be really helpful thank you. wakefield wakefield consultation services at gmail.com as an advocate he works with children with disabilities the mask is having a significant impact especially related to speech and language development and comprehension also children with hearing impairments are struggling very much right now related to secondary students in math breaks am i will say that if you hang out in the rock ridge high school parking lot at the drop my son off uc students taking a lot of mass right there's a lot of face to face time it's kind of ridiculous cuz they're all congregating with all their math having a good time out there taking selfies making out in the parking lot doing all that stuff the teenagers do then they put their mouth on him walk in i mean it just starts you just start to wonder how effective are today when they're getting all that exposure in their sport and out in community and all of that is it how effective is it it's just a big. can i have when i watch their interactions daily we are getting information from pe teachers sending a request to special education pta to ask for grants because they have up to 90 kids or something in their pe classes and they can't hear their teacher the teacher is having to scream and yell through the math and apparently you guys at two times of purchase microphones and these teachers don't have any working voice amplification they're asking us to help them you know give them grants for that when you guys already sent the money for that where are those microphones for them why didn't your technology working and they're saying while the technology doesn't work theirthat stuff that has been bought for us and it's broken so if you're expecting teachers to talk through the mass they need amplification especially if you're combining classes with the teacher shortages in there's 90 kids they can't hear over all of that. the teacher is going to damage their vocal cords and not in loser voice so these are really significant issues at the master impacting thank you. take me to 1408 south glenwood avenue i want of the fourth grade it was on vaccinated. i would not be comfortable sending my children to a required governmental purpose at school education if they were not fast. have a fourth grader whose class is already because it was a student may have potentially transmitted to the other classmates would not be comfortable coming home with potentially haven't opened because we do not have the temerity the courage to do what our local leaders fail to do. now i emphasize the classroom and our school is considering dropping that policy our school has a ridiculous policy of only thing that in the classroom and not in the hallways it is logically flawed if we're going to move in a logical direct about masking didn't need to be in the classrooms in the hallways and places which are student will connor make that way i recognize that wrestling is a personal one-on-one activity and that's a choice that parents have to go to a voluntary activity. sitting in a classroom being educated is not a voluntary choice activity that we could have banned in the public schools in come to do so we don't because of the benefits of the public school system the diversity across race ethnicity and what they have to offer and we have to be present in that community. and we would not let our children go when we went virtual our children suffer and they suffer drastically. having my children back in school is incredibly valuable having everything wearing mask is about safety about their individual safety and the safety of the individual so i would encourage you to have the courage that the others do not in this city and in this state to require our children to continue wearing their masks. i didn't mean thank you guys for allowing me to speak i don't actually have something prepared this is the first time i have attended a school board meeting and i share with us your name be my first time my name is christian tomorrow and i live at 4609 west georgetown drive i've got three children in two children in the public school system one is in a private i guess i am really concerned about mask and i'm a developmental psychologist at work at the university i am well aware of the massive literature on the deficit that kids will develop and do develop when they don't see faces especially young children elementary school-age children are going to be most severely affected by this there are several studies out already showing language delays vocabulary delays this is. not being able to read facial expressions to impact later social functioning and social cognition the ability ability to be concerned as a parent that the continued masking policy is hurting our children basically i respectfully was listening to you said on september 23rd that the case reason that they got not gone down since then but on september 23rd the daily. and on october 10th it was 6 so i would really like to pose for you guys a question about you know exactly what is the justification for its position on this but i also respectfully disagree that i'm not really sure why we are still continuing to do this for some of the reasons the other parents were saying that there are plenty of places in our community where we do not have to remain math i also would like for you guys instead of just kind of saying we'll end this when it seems right to end it to have a specific criteria what kind of reduction do you expect before you will be willing to say no more masks what is a number do we have to get all the way to zero because that's probably never going to happen right a decline from 37 to 6 is statistically significant. that is a substantial decline and that's only one month ago okay so i don't know what the criteria are or if you guys have criteria for determining when this policy could end but i would like to know from anybody who's willing to say what that criterion will be in a very specific fashion what does it have to be for us to consider ending this thank you very much. good evening. superintendent for the board thank you for allowing us the opportunity to address you here tonight. i'm listening at the conversations and being a person in the medical profession i'm a nurse okay because it goes into people saying that you're all that the numbers are going down exedra and i'd like to post a question to you. if you have an infection. can a doctor give you penicillin. and tell you but that penicillin you take that penicillin it'll make you well. do you stop taking it. you start getting bad right you start getting better you stop taking the penicillin when you start getting better or do you start taking it when it's been when you are well okay as a fan i'm a nurse and i make and and and i talk about those things i started out at 18 years old and operating room i'm in a doctor's we might have any real nurses that work surgical but i was a surgical nurse 10 years old when i walked into that operating room suite they said to come in here not all day. do you put a mask on. but you take those clothes off that you wore in here and put on these scrub suits to wear and this was sylheti okay we did that for safety reasons not for me but for a patient's i think that for you all to take the stand that you are taking a courageous because i know that it's a political issue all over the country and that's what it is is the political issue i would encourage you for the sake of the children even those that don't want the children to be protected. we want. i want my grandchildren to be protected against those people who would not put a mask on so i don't think that it is. fair for me for just anybody be able to send that children to school. where we spent hours with math on the fact i have two grandchildren right now 3 and 5. they started wearing a mask when their mother start wearing a mask when they when they mandated now when they get ready to go out the problem we're in the mess our children will not have a problem wearing a mask if it were not for the political aspect that our parents are dealing with now i would ask that the board. no point of order for decorum can we ask that our community in attendance here to please not talk with her people getting public, because it is very hard to hear when people are sharing i really appreciate it and laughing and stopping when people are talking that is not following the quorum of a meeting so please i ask you about that we can fully here what folks are sharing. thank you madam president. hi i'm bonnie lee here from columbia of grandmother of the mother and grandmother your taxpayer so it's i have a lot in steak for how our children are here. what they're having to go through with her education with this tonight i have been able to understand probably less than half of what has been said because the voice is muffled it couldn't see a face you couldn't hear what's going on in our children are having to do this every day so just what i experienced the night has verified to me the problem that we're doing a charge hilton. i just have actually one question and then a statement i would like to know where we can find how much of the grant money are public school is receiving for maintain. these standards for your masking and you're through covid regulations and that type of thing which falls under the state maintenance-of-effort requirements of the cares act so i'd like to know where we can find out that information how much are public school is making how many how much grant money we're getting to make sure we maintain and maintaining his efforts my tax money i have a right to know that it's my children i have a right to know what their bidding put through and for what i was actually nurse for over 40 years professional nurse corner intensive care i myself also. university for over 18 years i know a little bit about medication and what happened how we control infection cases and i know myself we did wear protective gear. to protect those are from those who were ill. when i would go into a room yes i would give up and that would be removed in the room with the infection process. we will wash your hands step out again wash her hands leave all of the contamination there. never once in all that time that i ever wear my mask into another room to take care of another patient nor did i wear that mask to go sit down and charge. and i certainly didn't wear that mask to go grocery shopping. where to go out and eat. there needs to be some true science behind this and especially but this group does this or this group does that i know i attended the hickman high school football game homecoming game the section that has the students that could not be wearing their masks inside literally sitting shoulder-to-shoulder pack having a wonderful time and it was so good to see them laughing and enjoying each other's heads together texting but yet one made. hello my name is john carter i have three children cps i did want to give it a chance to clarify yourself you did say that the numbers did not change whatsoever and that is one of the problems with cps is. not being consistent or or even truthful sometimes so did you misspeak by saying nothing changed since your last time that you. voted on matthews first spread numbers. okay well i just wanted a clarification would be nice because i'm not understanding what you guys are talking about it as normal. i know you guys are back and forth i mean the the numbers when the math mandate was implemented are lower now today they're lower than when you guys made the children put on the mask the hospitalizations are down there in the green zone. what is. going to determine when we take these off of the children and if we know this is only one mitigation strategy what is the percentage and of course the professionals haven't told us what the percentage of protection is for one of the mitigation strategies which is math which we know which i personally. my child has been personally affected by these mandates so i i know personally that this has a mental effect on them when i called the mental institution to try to get her a date they were backed up because this is not the only circumstance now. what's going on what is going on. we're doing we're in the same position you guys are saying oh well kids out of out of seat on our still learning and we got to wait for a. professional to do some type of. experimenter or or to know that the kids aren't getting educated at home. we're doing the same thing now you guys saying that the mask medication is. better protection for the children than the mental health aspects that they're experiencing let alone to dividing of the community. how do you guys explain all this to the children i tell my kids you can take the mask off. what's the what is it what are we waiting for who's running the show. we we we we're left in the dark to figure out things for ourselves and you guys are not telling us nothing somebody else is running this show it's not you you guys are waiting for. anybody else like to make public comment please come forward. hi my name is caitlin siegel and i wasn't prepared to give a comment but i've noticed we're hearing a lot of parent perspective and i want to give my perspective as a student i am no longer in high school but i was in high school when they started and. ask me i'm talking to other students we don't really mind the mask it's really the parents attitude of the term is how their kids will view the mad king so if your parent is promoting and think it's okay because even if there is little is like third grade they're okay with it you know my boyfriend his mom has kids in elementary school and they love wearing their masks it doesn't bother them and if that's what's going to keep them safe i think that's what we need to keep doing yeah there are natural ways to build your immune system but there are so many people with weak immune systems and it's not their choice it's a medical thing you know it's not something that you can. just take some vitamins and be better but we need to wear the mask to protect those that are immune compromised you know people have cancer people have autoimmune disorders and that's not something they can control and i i do feel for those with disabilities and i do think we need to figure something out for those kids with disabilities because they deserve the same education as everyone else but i do agree that like matt's should continue because we need to be safe and the professionals are the people that are going to tell us when it's safe to do so. parents of the third of the pros of their kids but the signs professionals they are the professionals when it comes to this nice kinds of things so they know better when we need to mask and when we don't. and i guess that's all i really have to say. all right i'm not seeing anybody rides is there anyone else would like to make public comment on this issue. all right. a further four discussion i just wanted to just sew it without their notary public to know over the last three days we received multiple emails and we also received comments on her simply platform which holds our agenda where people can give online public comment of those just telling it up briefly 15 of those emails were email stating that they wanted or mitigation strategies to remain the same one comment on her simply platform with stating they want those mitigation strategies stay the same out of emails a emails were saying that they would like us to change our mitigation strategies into simply online public comments were saying that they would like us to change her and mitigation strategy plan. thank you any other discussion by or from any members of the board. no none mr. steam and i'm sure he can hear me if he had anything to say he would let us know.. i'm good thank you brother. russian let's go please.. assassins. it's not grass mister semen. yes. the offering for sale of our general obligation refunding bonds. is there a motion. i move to approve a resolution authorizing the offering for sale of general obligation refunding bonds of the school district of columbia boone county state of missouri to refinance certain outstanding bonds of the district and authorize dirt and other actions in connection therewith. is there a second. i'm sorry. i can't see. please come on up if you want to come to the side so we can see that would be wonderful. yeah just. you're very welcome. i just wanted to bring you a couple partners here with me tonight and we are going to talk about the consideration to authorize offering of the sale of general obligation refunding bonds i have todd coffee & tony's from piperand tony segment from gilmore and bell are our bond counsel here tonight. if you want to come up to the microphone and help me out we are we had to finance committee last wednesday on october 6th 2021 and the finance committee is recommending the refinance are the the remainder of the 2012 bond with our callable in march of 2022 and we are going to proceed to the next step in that process here tonight. do you want to talk about it tonight as heather mention if you'd like to move forward with approval of the resolution it would allow us to begin taking the necessary steps to refinance the 2012 bonds the savings at this point based on current market estimates is right at $1000000 that would be saved between now and 2027 which is the final maturity of the bonds that were not extending the maturity whether you did this or not the bonds would advertise out by 2027 in terms of next steps if you choose to proceed forward tony stegman would put together the bond documents in the bond prospectus would move forward with a bond rating process that would occur in november on and and have a rating in place by december and then would actually do the competitive on cell. in early january and is heather indicated the bonds recallable march one 2022 so it all kind of fits together the savings that would occur is about $200,000 a year 2023 through 2027 those savings would accrue to the benefit of the debt service fund found three as we sometimes call it and have to wear of the money from the debt service levi that you have in place is deposited and then the principal and interest on the bonds are paid out of that fund as well i'll pause there and see if you have any other questions about the timing or the finance part or if it's a legal question tony is going to dress that. anybody have any questions so far i mean we did this last year if you can remind her community so there is free from your all's perspective there's a certain percentage where this makes sense and where it doesn't and i was in million dollars is a really good savings but can you talk about kind of you know other than that amount why this makes sense from a from a uber cost savings but i guess my better question is. at what point do when you guys go to sell these we go to call these if we if we are saying say saving just a $200,000 over the course of these five years you know there is no there's a certain percentage. oh my goodness. the refund amount the percentage of the refund of them out and usually it's 5% pushing 10% so it's almost twice the amount that we usually look for us to cut off of the how much it's going to we're going to get andre penny so that is like it's not todd said is right over $1000000 and that is right between nine and ten per-cent of the refunded bonds that we are refunding and i just enough savings to our debt service fund not our operating find the debt service fund is the funds that we only pay the interim principal and interest payments on our bonds and the revenue that goes into that fun is from our debt service tax levy again that is 9719 is the amount of the levee that goes in there and so anytime we do a refinance they are refunding and our debt service fund. freeze up additional room in the debt service fund to take on additional debt in the future without having to bring any more revenues. and this is considered a no tax refund a right so it's not that would be if you were issuing more but that's a tax advance and it's a what's the that's not a taxable refunding it's a note extra fussing rick okay. and again that january day it'll be our january board that is the actual date of the competitive sale and that will be within 90 days of the col de in so that's why because where it was in that amount of time that a pub called the plan do the no tax free financing text free reminder. okay if that's emitted rate of return when it comes to savings changes over the period of the next coming months is there a way for us as a board to take that back and not have that call be out there are we want sweet committing here to this are where in it. you're not committed at this point will move forward and take the necessary steps in actions with the competitive on sale scheduled for january 10th we could cancel the sale leave and meet the press hold our preference would be if we see the savings beginning to drop we would identify that well ahead of time to where maybe the bottom cell is canceled before we get to january 10th but we could go through the whole process and then until the board approves this at their neck at the bond resolution at a meeting which should be the evening to january 10th nothing can be done until one more approval from the board. thank you like just to clarify i don't know if they can bring up this document that i have on my computer that's attached and this is like that what that they watch this is todd so they look at the interest rate and you can stay down there and the 2018 is where it was up where it started here and to the other october september of 2021 is worth sending down there so the the rates of the colorful bonds are 4% so it would have to go all the way back up to where it was why we haven't seen it since 2018 i'm to be able to in right now that the refinancing rate is estimated at 1.08% and so it was it's a pretty drastic difference to have to mommy but of course. there they are financial advisors todd and matt and his team they watch these things a lot more every time we do and so if they saw a trend that was going up of course they would notify us and let us know if that wasn't the decision would not be a good one. continue with the sale. any other questions at this point. thank you. alright is there any public comment on the consideration of the resolution authorizing the offering for sale of general obligation refunding bonds with 2012 issuance. seeing none at there is a most i think there's not there is a motion and a second on the table roll call. mr. willoughby afterhas left the meeting so that he is not voting miss weight. i'll bring it to the consideration of our 2021-2022 amendments to our budget is there a motion please. i move to approve the 2021-2022 budget amendment that's presented. second the motion i second is macarthur would you care to give us an overview for our current school year are 2021-22 budget year and so this is the first amendment that you have seen for this current fiscal year, occasionally throughout the year we bring you a minimum to the budget that we have made during the year that require transfer between phones and other things and it went they do come up as time to time throughout the year and so where does updating you on that so what's happened between july and september i'm here tonight so operating fund remember our operating fund is our general in our teachers fun until the amendments presented here tonight as a net zero impact to the 2020 122 operating budget the operating fund expenditures and transfers on betraying the teachers and incidental again netzero so we're transferring 18302 out of our operating fan into our. capital projects fund on to allow purchases of items over $1,000 because our department of elementary and secondary education says anything that's individually over $1,000 has to be purchased out of the capital projects and other operating fun and so we're just taking or decreasing the amount of expenditures and our operating fund and we're increasing in capital so it again net net zero impact same thing for a transfer from our service and supply in are incidental sent over to our teachers funds of $1,396 for various to pay various teachers for crystal and writing a professional development time outside of the school day so we're moving it again out of services to fly into salaries and benefits in our teachers fun decrease an incidental fun increase in the teachers fun for netzero impact. and then we moved out to the capital projects fund expenditures and transfers we have against various transfers totaling $18,302 that came out of the operating budget into the capital projects fund i'm to pay for those various items over $1,000 we have various transfers totaling $2,364 from various donations and student activity funds until i'll purchase of capital items and then we have that large increase of 4749000 $50 and that's just rolling budgets forward from the 20 2021 budget year due to the timing of payments to complete and close out project mainly are rock bridge elementary russell boulevard projects in their various other security project happening at are elementary schools that were crossing fiscal years that were not ended out in june that crossed over and still had payments on them to the next year so we're just moving forward the remaining budgets from last year over to this year. and then our grants and donations pain again does various transfers totaling $1,199 out of the grants and donations fun over to the capital projects fund this was for the fine arts department to purchase out of their donations account they wanted to purchase a macbook computer that cost over $1,000 until they transferred her out of the grants and donations fun over into the capital projects fund and then our student activity fun again audrey kris and the student activity fund transfers from $1,165 over to the capital projects fund for battle high school it was a extracurricular fun art student activity found out of their softball to buy some equipment that costs over $1,000 into the capital projects fund. questions. nope not for me any questions or discussion from anybody else on that board just going to be so much for the support that we're working around here to find like finances and shipping them around when it comes to curriculum development and professional development outside of contract time so i appreciate that thank you. any public comment on the item of the budget amendments that we've just discussed. seeing none there is a motion and a second roll call please it's faster yes mister horn yes dr. straley wilhoit yes that will bring us to the consideration of construction agreements and engagements is there a motion please and move to approve freeman and engagement as percentage second. alright to miss macarthur again so we just have a handful of engagements on your agenda here tonight we have the gentry middle school masonry restoration document this is just a document services with american document solutions for $1,500 for that project we have the rosetta avenue learning center security equipment and installation agreement this is for the ongoing on project at rosetta that had some upgrades and the secure entry vestibule there rats in this was equipment for that front for the card readers in the fob entry there for $2,120 with alarm communications also at rosetta avenue learning center this is the security film service agreement also to go along with that stuff grades to the security of the entryway there with ultimate security window armor on $3,048.39. i'm russell boulevard elementary addition and renovation document copy services engagement this is just a copy services again for that project american document solutions for $1,000 and then the security installation at multiple sites this goes along with the multiple security upgrades that we've been doing this summer and next summer i missed the window film to go over those secure entry vestibules at those schools ultimate security window armor for $11,225.48. any discussion by the board. i think not any public comment on the construction agreement send engagements discuss. seeing none there is a motion and a second. step forward and state your name. back home tara arnett tonight we talked about the. summer school beds for the upcoming school year and then also review of back on last summer and i think this is a good time to bring up i've been in this room for several years extended school year for special education students and i think now is the time to be planning for a change in that students like my son go to school from 8 to 1 p.m. instead of the normal school day of 7:30 to 2:30 on his iep gets generalized in the summer as to whether or not he needs the full day to meet or to not regress of his goals but on top of that his classroom gets sent to rock bridge high school he's a middle school students in so it's a new environment for a few weeks it's it's not a good sign. and then on top of that he obviously does not get the equitable. access to the summer school program last year i was told quietly that i could request him to be bus to john muir middle school which is his regular your school so i actually he's not he would have to be boss to his home school in this direction so at 1 when he gets out of line for general ed minutes at the end of the day i think this is set up on purpose so that we don't take advantage of that i would hope that in the coming years that the students that are in these programs that need esy services in the summer are held in at least and age-appropriate building and access to age appropriate peers and not in a high school building with kids from kindergarten to senior. that all have varying disabilities as a none of them have access to general education peers or a full day of programming so thank you. thank you. eye doctor lora wakefield wakefield consultation services at gmail.com i'm here as a member of homo septa which has special education pta for columbia public schools and we have some scholars who would like to become your pen pals so to speak until i have their letters to all of you and this is very much based on the concept of the book flat stanley and if you're not familiar with it it's a way that teachers use to teach children about geography and different cultures so that you can learn different things about each other so in order to bridge and reach out to each of you you've been partnered with a scholar and i will pass this information around and you have permission from the parents to use the images on social media or an emails and things like that so that you can have communication with them. marissa hagler one thing i wanted to talk about is how you all respond to emails or how you don't respond to emails more more often than not. some of you have never even received an email from ever and you know i send emails i love you males i love to get my boys hard love you i've never heard back from ever never never heard back. some other times i send an email and nobody would come with me sometimes i'll send an email thank you for your email thank you for my email when i ask you a question i'm asking you a question because i want an answer to my email. some things that i've asked questions for answers for across the board doctor your wit and heather macarthur and 10 different emails one single yes or no question and i've also left a voicemail for heather. i haven't got an answer still my one single question was if max from it optional will you lose your sr funding doing the same thing that you did before i'm just stating with what i've asked you guys twice this evening, and that's what you're doing and emails we've read them. miss wade i understand. very critical i'm already said. questions i've asked and answers that i've not received.
